We are not directly charging the equipment, we are offsetting. Ultimately it will depend on the efficiency of the equipment selected by the contractor to meet the 316 AC kW output specification. Using parameters from the NREL database to estimate DC output potential range between 1.2–1.3%, which is typical for modern prismatic solar panels. Please note that these estimates are at the panel level. Using an assumed DC/AC ratio of about 1.25 and a 316 kW AC array, the estimated DC capacity would be approximately 395 kWDC. Specific DC output would be calculated by the contractor if needed for their design.

Response: We didn’t put a required date, but per the grant we have until December of 2028 to get it up and
running, but we are hoping to have it done in one year. The schedule at this point is negotiable.

Response: The size of the array is based on what we put into our application to the EPA. The overall demand is
large, but it fluctuates throughout the day and night.

Response: Assume the minimum per zoning requirements, and additional information will be given during the design process.

Response: We would like for the system to be BABA compliant. Please include a BABA compliant option for the
system to the extent practicable. Current information regarding BABA compliant solar systems is
available at Build America, Buy America (BABA)-Compliant Solar Manufactured Products | Department of
Energy. If a BABA compliant system is not feasible, please include a bid that includes pricing that includes
receiving a BABA waiver. It is suggested that both BABA and non-BABA compliant pricing be provided in
proposal if possible.

Response: This text refers to soil management protocols, health and safety measures, and stormwater controls
needed during construction.

The RFP does not prescribe specific design methods. We are open to considering different design approaches, including ballasted systems, provided all applicable codes and requirements are met. The final design will be reviewed with the selected contractor.

For cost estimating, assume an interior tie-in at the main switchboard. Final tie-in location will be confirmed during design.

Please assume that a soil management plan would be needed and this area is capped. This will need to be verified during the design process.

Correct. Battery storage is not part of this scope. The array is not intended to directly charge EV
equipment.

Quote four units at 6,000 lb capacity if that’s your standard Class III offering. Please indicate whether each unit is light-duty (~27 kW) or medium-duty (~60 kW) so the Owner can evaluate the mix of options.

You can propose your 80V electric pneumatic forklift as a compliant alternative. Please provide details on charging time and confirm that performance, safety, and compliance are not significantly impacted.

A heated cab is not required under the base specifications. Please include this as an optional item.

The maximum weight of the rail cars being moved is 250,000 lbs per car, for a total of 1,250,000 lbs.

Response: The Davis-Bacon Act applies to federally funded construction contracts over $2,000 and requires payment of prevailing wages to laborers and mechanics. For your boat-building scope, the key issue is whether your work qualifies as “construction” under Davis-Bacon. We believe this contract is for manufacturing and delivery of boats, and no on-site construction or installation is involved, so Davis-Bacon can be excluded. However, if your scope includes installation, assembly, or construction at the Port of Detroit, then Davis-Bacon requirements would likely apply. Please address this within your submittal.

Response: Based on U.S. Department of Labor guidance and Davis-Bacon regulations, prevailing wage requirements under the Davis-Bacon Act do not apply to boat manufacturing contracts unless construction, alteration, or repair work is performed at the site of the work. Please confirm that this does not apply in your RFP response.

Response: Given the complexity of boat manufacturing and the number of components, it is acceptable to provide a written certification of BABA compliance, signed by company leadership, in lieu of listing each component individually so long as the certification clearly states that the boats meet the BABA threshold. You must retain documentation internally to support the claim in case of audit or inquiry.
